CReST (HMAS CERBERUS SHIPS'S COMPANY CANTEEN)
CERBERUS Retail Service Traders (CReST) is the trading name of the HMAS CERBERUS Ship's Company Canteen. CReST is a Navy Service System Canteen operating under the umbrella of the RAN Central Canteens Board (RANCCB) and the Navy (Canteens) Regulations 1954. CReST is not a private company, but is a self-supporting, Navy not-for-profit organisation which conducts retail businesses onboard iaw the rules and regulations laid down in NAVSUPMAN 11 (ABR 5101) Instructions for the Operation of Messes and Service Funds in the Royal Australian Navy, DI(N) ADMIN 9-1 Welfare and Amenities Organisations and DI(N) ADMIN 9-3 Canteens.
Purpose of CReST
It is the purpose of CReST to cater for the welfare, amenities and recreation of the naval community of CERBERUS. This is achieved by offering for sale a range of goods and services suitable to the needs of the community. These goods and services are to be at a price which must satisfy the customers' pocket and at the same time meet all the costs of operation and generate net profit to meet the welfare, amenities and recreational objectives of the fund. CReST must also pay the obligatory levy of 3.33% of sales to the RAN Central Canteens Fund (RANCCF) and provide funds for the CERBERUS Ship's Fund. CReST also directly funds special projects to improve conditions of service for all CERBERUS personnel. The RANCCF utilises the levy paid by Navy Canteens (of which CReST is by far the largest contributor) to fund such personnel benefits as the RAN Relief Trust Fund (which supplies interest free housing and furniture loans to Navy personnel), the RAN Holiday Centres, the RAN Sports Council Fund, and much more.
Role of General Manager
The CGM assumes all duties of the 'Canteen Manager' as detailed in NAVSUPMAN 11. The GM is to:
- is to be accountable for the achievement of the aims and objectives set by the RANCCB;
- formulate the CReST Business Plan within the guidelines given by the RANCCB;
- promote, develop and manage the business affairs and activities of CReST;
- advise the RANCCB on the selection and promotion of senior staff and remuneration packages;
- prepare reports, budgets and forecasts as required by the RANCCB;
- prepare monthly and annual financial statements;
- negotiate with suppliers to ensure CReST continually achieves the best possible value for money for the personnel borne in CERBERUS.
